2.Permit The vehicle must possess a valid permit from the Regional Transport Office (RTO) to operate as a taxi. Separate permits are required for local and inter-city taxi services.
3. Driver’s License Drivers must hold a valid commercial driver’s license (with the appropriate endorsement for passenger transport). Drivers must also have a badge issued by the RTO that qualifies them to operate as a taxi driver.
4. Taxi Meter and Fare Regulation Taxis in Tamil Nadu must have a working meter, which is calibrated according to the fares set by the state government. The fare rates are determined by the Tamil Nadu Government and may include base fare, per kilometer charges, and additional charges like night charges, baggage charges, etc. Digital payment options should also be available, and fare receipts must be provided upon request.
5. Insurance Taxis must have valid passenger insurance, covering both the driver and passengers in case of accidents or mishaps. There should be coverage for the vehicle as well.
6. Safety Features Taxis must be equipped with basic safety equipment like a first-aid kit, fire extinguisher, and seat belts for all passengers. The vehicle should meet safety standards, including regular maintenance and roadworthiness checks.
7. Insurance for Passengers All taxis must have insurance to cover both the driver and passengers in case of accidents.
8. App-based Taxi Services Companies offering app-based taxi services like others must comply with the state's guidelines for digital platforms. They must have a clear fare structure and provide a system for passengers to report issues, feedback, or complaints. Drivers must register with the respective platform and undergo background checks, including verification of their criminal record and driving history.
9. Conditions for Operating a Taxi Taxis must not refuse service without valid reasons and must comply with reasonable requests of passengers. Taxis cannot operate in areas where they do not have a permit to operate.
10. Passenger Rights Passengers are entitled to a receipt that includes fare details, driver information, and vehicle details. Taxis are required to follow a non-discriminatory policy and cannot refuse service based on gender, race, or other factors.
11. Traffic Rules All taxis must adhere to traffic laws, including speed limits, parking regulations, and other general traffic rules in Tamil Nadu.
12. Additional Regulations The taxi operators must maintain cleanliness in the vehicle and ensure it is comfortable for passengers. The operator must have a system for addressing passenger complaints and feedback. In some cases, like inter-state travel, additional permits and toll fees may apply.
13. Toll and Additional Charges Additional charges like toll fees, airport charges, and extra baggage charges may apply as per government regulations.
